Activate Account

/v1/account/activate

Activate account with an invite code and required ToS/Privacy acceptance.

If invite_codes is empty (gate disabled), this endpoint is a no-op that returns 409 since keys are provisioned automatically on signup.

On success: records acceptance, creates a free-tier API key, and returns it ONCE.
